Bearing in mind that only the larger two variants have been sent out for review so far, the general feedback is that the Vertex 4 is reliable and indeed excels in certain key benchmarks like random write performance, which Anandtech described as "incredible." On the other hand, read performance and some other real-world benchmarks were less earth-shattering, and most reviewers have been quite measured in their conclusions. Storage Review, for example, suggested that the new Vertex's attractiveness will grow over time, as pricing gets more aggressive and OCZ's decision to use its own controller pays dividends in terms of support and firmware tweaks. Obama signs insider trading ban by lawmakers

WASHINGTON (AP) ? President Barack Obama signed legislation Wednesday barring members of Congress, the president and thousands of federal workers from profiting from nonpublic information learned on the job, calling it an embodiment of the fundamental American value of fair play.

Obama said the move to bar insider trading among lawmakers would assure everyone "plays by the same rules."

"It's the notion that the powerful shouldn't get to create one set of rules for themselves and another set of rules for everybody else," Obama said.

"If we expect that to apply to our biggest corporations and our most successful citizens, it certainly should apply to our elected officials," Obama said.

The new law lets the public see more of government officials' financial dealings yet some members of Congress said it fell short. Lawmakers abandoned an earlier proposal to require public reports from people who gather information from Congress and sell it, mostly to investors.

Obama was joined by several lawmakers who pushed the bill through Congress, including Massachusetts Sen. Scott Brown, a Republican who has been targeted by Democrats and is expected to face a stiff challenge from Elizabeth Warren, a Harvard professor who helped launch the new federal Consumer Financial Protection Bureau.

The driving force behind the bill was Congress' attempt to boost dismal approval ratings, with polls showing between 12 percent and 19 percent of Americans approve of the job Congress is doing.

Called the STOCK Act, which stands for Stop Trading on Congressional Knowledge, the new law requires that public reports of new transactions exceeding $1,000 be posted online either 30 days after the individual was notified of a transaction in his or her account, or 45 days after the transaction.

The House currently posts disclosure information on the Internet, but the Senate still requires people seeking the data to appear personally in a Senate office building.

Federal insider trading laws have no exemption for members of Congress and other federal officials. There has been little evidence that many lawmakers have been investigated.

The Office of Congressional Ethics has looked at the trading activities of Rep. Spencer Bachus, R-Ala. In the two months surrounding the 2008 financial collapse and subsequent $700 billion economic bailout passed by Congress, Bachus made more than three dozen trades. The OCE is an independent ethics office of the House, run by a board outside Congress.

Bachus, now chairman of the House Financial Services Committee, has denied using inside information and any wrongdoing.

HOUSTON (AP) ? A federal appeals court judge on Tuesday seemed to take offense to comments President Barack Obama made earlier this week in which he warned that if the Supreme Court overturned his signature health care overhaul it would amount to overreach by an "unelected" court.

The Supreme Court is set to issue a ruling later this year on whether to strike down some or all of the historic health care law.

During oral arguments in Houston in a separate challenge to another aspect of the federal health care law, U.S. 5th Circuit Court of Appeals Judge Jerry Smith said Obama's comments troubled a number of people who have read them as a challenge to the authority of federal courts.

"I'm referring to statements by the president in the past few days to the effect, I'm sure you've heard about them, that it is somehow inappropriate for what he termed unelected judges to strike acts of Congress that have enjoyed, he was referring of course to Obamacare, to what he termed a broad consensus and majorities in both houses of Congress," Smith told Dana Kaersvang, an attorney with the Justice Department in Washington, D.C.

On Monday, Obama issued a direct challenge to the Supreme Court, saying he didn't believe the high court would take the "unprecedented" step of overturning a law passed by a strong majority of Congress.

"I want to be sure that you are telling us that the Attorney General and the Department of Justice do recognize the authority of the federal courts through unelected judges to strike acts of Congress or portions thereof in appropriate cases," Smith said.

A somewhat surprised Kaersvang told Smith the Justice Department does recognize this power by the courts and made reference to a landmark 1803 case that formed the basis for judicial review.

However, Smith ordered Kaersvang to submit a letter to the appeals court by Thursday stating the position of U.S. Attorney General Eric Holder and the Justice Department on the concept of judicial review.

"The letter needs to be at least three pages, single spaced, no less and it needs to be specific. It needs to make specific reference to the president's statements," Smith said.

The case before the appeals court was brought in part by a spine and joint hospital in East Texas that is challenging the constitutionality of a portion of the health care law that restricts physician-owned hospitals from expanding or building new facilities.

The Justice Department did not immediately return a telephone call late Tuesday seeking comment.

White House officials had no comment on Smith's statements, instead referring to comments Obama made earlier Tuesday at the annual meeting of The Associated Press in Washington.

At the meeting, Obama said the Supreme Court "is the final say on our Constitution and our laws, and all of us have to respect it. ... I have enormous confidence that in looking at this law, not only is it constitutional, but that the Court is going to exercise its jurisprudence carefully because of the profound power that our Supreme Court has."
