A new way of testing the safety of natural and synthetic chemicals has been developed by scientists with funding from the Biotechnology and Biological Sciences Research Council (BBSRC). Their research, published today in the journal Ecotoxicology, could reduce the number of fish needed to test the toxicity of a range of chemicals including pharmaceuticals and environmental pollutants.

The researchers, led by Professor Awadhesh Jha of Plymouth University, have managed to coax cells from the liver of a rainbow trout to form a ball-shaped structure called a spheroid in a petri dish. This ball of cells behaves much more like normal animal tissue than cells grown in traditional ways in the lab and so can give researchers a more accurate picture of how an animal's body would respond to a chemical in the environment.

Fish are used to test whether both new and existing chemicals like pharmaceuticals can damage wildlife or the environment. Because a large number of spheroids can be produced from a single fish the use of this technique could mean less fish are needed to do these tests.

Professor Jha explains "This is a real breakthrough in our efforts to reduce the numbers of fish needed for toxicology testing. It is very important for the health of people, wildlife and whole ecosystems that we understand the effect of chemicals, both natural and manmade, in the environment, but we must strive to avoid the use of animals wherever possible."

One of the most impressive aspects of the fish spheroids is that they can be maintained in the lab for over a month. Many environmental pollutants cause health problems because they accumulate over time and become more concentrated further up the food chain. Because the fish spheroids can be maintained for longer time periods than normal cell cultures scientists can test the effect of long-term exposure to a potential toxin.

The fish spheroids were produced by a BBSRC-funded CASE student, Matthew Baron, who is being supervised by Professor Jha and his colleagues at Plymouth and AstraZeneca Safety Health and Environment. At present, scientists can use flat layers of fish cells to replace some live animal tests but these break down quickly and do not behave like real tissues. Spheroids are already well established models for testing on mammalian cells but this is the first time that they have been developed from fish cells.

Because the liver filters blood it is often the main organ where potential environmental toxins accumulate and are broken down by the body and so is the most important organ for testing toxicity. The researchers also hope to produce spheroids from fish gill cells, as the gills are another important site of toxin accumulation. By combining these two types of spheroids in a single system the researchers hope to develop a 'virtual fish' which could give a clear picture of how a particular chemical would affect a live animal.

Professor Douglas Kell, BBSRC Chief Executive said "Everyone wants to see fewer animals used in testing so this is great news. The UK has always led the way in efforts to reduce, refine and replace the use of animals in research. Whilst the use of some animals will remain important to ensuring that the medicines and other chemicals are safe to use and won't damage the environment, we are making great strides in the combining of new laboratory techniques and computer modelling to avoid using animals wherever possible."

These four are used by accountants to create the different financial statements of a company such as the balance sheet, income statement and statement of shareholders equity. The software also allows for the accountant to easily determine the accounts that need to be placed in each financial statement.

Majority of the software that is out there in the market not only provides businesses with the ability to maintain transactions, but also allows for them to make decisions based on the data that is generated by those transactions. Business accounting software has proven to be one of the most important business items in today's time. Businesses are developing more hi-tech ways to do business and this overwhelms their accountants at times because they have to come up with different ways to maintain the accounts of those types of transactions. The software makes both the business and the accountants lives a lot easier. They are able to provide the business with a more organized manner.

India set for larger role in postwar Afghanistan

As the U.S.-led coalition in Afghanistan prepares for the pullout of combat troops by 2014, India cautiously positioned itself Thursday to expand its role in the country's postwar stabilization by helping direct global business investment there.

Indian officials signaled the move - which came after months of prodding by the United States - by hosting an international conference here to discuss the possibility of investment in Afghanistan's mines, infrastructure and agriculture. The country's mineral and hydrocarbon wealth alone is estimated to be between $1 trillion and $3 trillion.

The conference comes just two weeks after the Taliban issued an unusual statement praising India for resisting the U.S. calls for it to play a larger role in Afghanistan, and New Delhi appeared to use the forum to define a unique niche for itself: By taking a lead in promoting investment in Afghanistan, it acknowledged Washington's vision of achieving long-term stability in the war-torn country. But by restricting itself to the language of commerce, it avoided appearing intrusive - and also nodded to the aversion voiced by Pakistan and the Taliban to the idea of an Indian military presence there.

"We need to offer a narrative of opportunity to counter the anxiety of withdrawal, uncertainty, instability and foreign interference," India's foreign minister, S.M. Krishna, told the representatives of firms from 40 countries who attended the conference. "The military drawdown should not result in a political or security vacuum that will be filled by extremists once again. There should be something productive in its place."

India has committed $2 billion to reconstruction and development projects in Afghanistan, including building roads and schools and installing power lines. It also helps train the country's bureaucrats and police. But so far, its decision to steer clear of a military role has earned it goodwill among Afghans, and it appeared to confirm that stance Thursday.

"With today's conference, India is saying it is best at giving nonmilitary assistance and that it will help mobilize other countries and coordinate investment so that Afghanistan does not feel left in the lurch after the troops pull out in 2014," said Lalit Mansingh, a former Indian ambassador to the United States.

New Zealander Isaac has been confirmed as the eighth president of the ICC and will serve a two-year term in office. He succeeds India?s Sharad Pawar in the post. ?When I look at the list of previous presidents, I am reminded of the importance of this office,? said Isaac. ?In the midst of my pride at being chosen as president, I recognise that there is, of course, much hard work and much progress needed if we are to maintain the game's current healthy state.?

Richardson was confirmed as the ICC?s new chief executive at the organisation?s annual conference after having received the approval of the governing body?s board last month. Richardson succeeds fellow South African Haroon Lorgat in the role, with the ICC having previously revealed that it interviewed four ?outstanding candidates? for its CEO position. Richardson has been the ICC?s general manager of cricket for the last 10 years, having previously represented South Africa as a wicketkeeper in 42 Test matches and 122 one-day internationals. He said: ?I have learnt much in the last four years and I inherit a game in great health with much to be optimistic about. I look forward to building on that and tackling the challenges ahead.?

Meanwhile, the ICC has approved the creation of a powerful chairman?s position with the president?s role being transformed into a purely ceremonial one, with a term of only one year. The board-appointed chairman, holding a two-year term, will lead the ICC in future with the vice-president position being scrapped. The changes will take effect from the close of the ICC?s 2014 annual conference.

AUSTIN, Texas UT Austin Villa, a team of computer science students led by professor Peter Stone, won two 2012 Robot Soccer World Cup division championships during RoboCup 2012 last week in Mexico City.

The annual tournament, founded in 1997 to foster innovation in artificial intelligence (AI) and robotics research, is often touted as the world's biggest robotics and artificial intelligence event.

Though the competition is fun, the AI research that is required to compete could someday lead to enhanced bomb-searching robots; autonomous cars that increase traveling efficiency and reduce automobile accidents; self-healing, smart computers; and AI agents that manage business supply chains more effectively than humans.

UT Austin Villa defended its 2011 3D Simulation League title, featuring artificially intelligent robots that compete in simulated soccer games.

For the first time in university history, the Texas team also won the RoboCupSoccer Standard Platform League (SPL) competition one of the highest profile leagues at RoboCup.

RoboCupSoccer SPL consists of teams using state-of-the-art, fully autonomous, humanoid Nao robots. Because the robots are standardized, teams concentrate on software development and programming the robots to "think" and play the game.

"I'm incredibly proud of the students for the great work that they put in, and especially the great research behind the success that made it all possible," said Stone, a professor in the Department of Computer Science.

The Texas SPL team blew through its first round robin games and quarterfinal, winning each by at least a 4-goal margin, and won a nail-biter in the semifinals to go on to compete against the University of Bremen in Germany, the undefeated champions three years in a row. In the championship game, the Texas team took on an early 2-0 lead in the first half, claiming victory by a final score of 4-2.

UT Austin Villa's SPL team includes Stone, doctoral students Todd Hester, Sam Barrett, Katie Genter, Piyush Khandelwal and Jake Menashe, and master's student Yuchen He. The simulation team consisted of Stone, doctoral student Patrick MacAlpine and undergraduates Adrian Lopez-Mobilia and Nick Collins.

"In some sense, my team has been working toward this since I founded UT Austin Villa back in 2003," said Stone. "We are savoring the success of this RoboCup competition!"

Chuck Norris: Obama wants 'pro-gay' Boy Scouts

According to Chuck Norris, President Barack Obama and his administration are working behind the scenes to create a "pro-gay Boy Scouts of America."

On Tuesday, the action star published an article on AmmoLand.com, a shooting sports news site, accusing the Obama administration of paying Scouts' national board member, James Turley (who is the retiring global chairman and CEO of accounting firm Ernst & Young), to effect change in the organization, which has banned gay Scout leaders and Scouts.?

Turley recently said that he would "work from within" the board to overturn the policy, but as Norris asked, "Is Turley working on his own initiative, or has the White House prodded him with perks and favors? Is it a coincidence that Turley came out swinging against the BSA's century-old policy to ban gays from leadership and that he has such close affiliations with the pro-gay Obama administration?"

He went on to list Turley's associations with the current president and his administration (Turley has attended state dinners hosted by the president; he was nominated to the president's Export Council, for example) and noted that Turley himself "just came out of the closet in his position against the BSA's position."?

Norris noted that the BSA is "as integral a part of American life and culture as hot dogs, baseball and Grandma's apple pie."?

This is hardly Norris' first swipe at the Obama administration. In?2010, he wrote a column for World Net Daily criticizing an executive order regarding Interpol, claiming that Obama signed the order so he can hide records on the war on terror from the public. ?

Norris posted a clarification of his comments on Facebook Wednesday evening: "I was not criticizing the gay community," he wrote. "What I tried to convey in my article is that no private organization operating within the bounds of the law should be forced to change its principles and traditions based on outside pressure.... (The BSA) should be able to continue to live by traditions that have worked and served the organization well for a century."

The issue of gay members and leaders in the Boy Scouts of America came to a head in 2000, when the Supreme Court ruled that since the BSA was a private organization, it could restrict its membership. But in April of this year, a resolution that would permit individual units to accept gays as leaders was presented at the May Scouts national meeting, along with a petition from Change.org with over 275,000 names protesting the removal of a lesbian den mother.

GLAAD (Gay & Lesbian Alliance Against Defamation) released its own statement commenting on Norris' article, noting: "Chuck Norris should talk to Mitt Romney, who Norris endorsed for President and who has said on the record that all Americans should be able to participate in the Boy Scouts of America regardless of sexual orientation....?Celebrities who support gay Americans are enjoying popular careers while Chuck Norris appears to be a fame-hungry has-been with poor research skills."

Who Would Have Thunk It: A Higher Education Preference for Microsoft?

Part I: ?Bill Gates

A decade or more ago when I began work in higher education administration, many a nose looked down on Microsoft. For some time now that perspective has been changing. Mtechnicals temped up technical security to patch its reputation for vulnerability. ?Research and development embraced broad thinkers, such as daynah boyd, and more open models in software computing, albeit grounded in copyright protected, widely used software programs. ?Far outpacing competitors such as Apple, Google or Amazon, Microsoft pioneered accessibility. ?Once Mr. Gates moved from the Microsoft Corporation to the Bill and Melinda Gates Foundation, Microsoft has proven itself to be the gold standard in charitable giving among Internet companies. ?None of the other Internet companies (or their respective foundations) even begin to come close to what the Bill and Melinda Gates Foundation has accomplished in the last five years.

Perhaps because as recently as five years ago American higher education did not consider it self to be in need of charity, it might have look kindly upon the efforts of the Gates foundation in faraway places such as Africa, but in the main it did not think of itself to be, hat in hand, in need of a donation. ?A gift for a new building or unrestricted monies, sure, but not "charity" per se. ?When the New Learning Initiatives emerged a few years ago, elite institutions considered the grants something for struggling community colleges, especially those in urban or rural areas addressing the needs of students at risk for access and completion.

As the challenges to traditional, not for profit higher education, including small liberal arts colleges and elite research universities, mount daily, perspectives not only on what constitutes "need" but the means by which even the best colleges and universities achieve their missions has begun to change radically. ?Recent events at the University of Virginia illustrate this point.

Mainstream colleges and universities recognize that they to need an influx of money to radically change the means by which they deliver instruction. ?Methods such as MOOCs and blended instruction, once considered necessary only for at risk student populations, are rapidly emerging as the new teaching and learning standard. ?The speech that Bill Gates gave on Tuesday in commemoration of the anniversary of the Morrill Act, and companionate video interviews with Jeff Young of the Chronicle of Higher Education, leave no doubt that higher education has crossed the Rubicon. ?It might seem ironic that the man who has only a high school degree should become the leader for higher education in the 21st-century, but perhaps there is nobody better than one for whom traditional, elite, not for profit higher education paled. ?I, for one, do not doubt his sincerity for a second, and am in fact moved by his authenticity in the space.

Duke Energy to absorb Progress Energy

RALEIGH, N.C. - North Carolina utilities regulators on Friday approved the long-planned takeover of Progress Energy by Duke Energy, clearing the last major hurdle to creating the largest American electric company.

The combined company will serve about 3 million customers in North Carolina and 4 million more in Kentucky, Ohio, Indiana, Florida and South Carolina. South Carolina regulators still must approve the merged company's plan for operating its combined electrical generation system, but they are not weighing in on the merger. They have scheduled a meeting Monday.

The deal initially valued at $13.7 billion will give it the most customers, power capacity and market value in the U.S.

"This is a blockbuster. It creates a very large entity that should be pretty stable," said Steve Piper, an energy consultant at SNL Energy.

The company led by Charlotte-based Duke Energy will be able to borrow money more cheaply as it sheds more coal-burning power plants, builds facilities able to burn cheaper natural gas, and considers more investment in nuclear energy, Piper said. If the Southeast is able to return to heady economic growth rates that preceded the recession, the combined company can maintain stable and even declining power rates, he said.

Raleigh-based Progress also operates in heavily regulated states and has been more protected from the recent decrease in wholesale power prices than Duke, which operates in deregulated states like Ohio.

Regulators saw the deal as the best possible in an environment of energy industry consolidation, North Carolina Utilities Commission chairman Edward Finley Jr. said.

"It seems far preferable for Progress Energy to merge with North Carolina-headquartered Duke Energy than with a company in another state," he said.

Conditions North Carolina regulators placed on the deal include the combined company passing along at least $650 million in savings to state customers. The merger also is expected to result in operating efficiencies that will mean lower future rate increases, the commission said.

Any costs related to completing the merger can't be passed on to North Carolina utility customers, the commission said. That includes severance costs of about $230 million as Duke and Progress shed up to 1,900 jobs.

The combined company will depend on borrowing for its plant updates. The need for lower borrowing costs was also behind Exelon Corp.'s $7.9 billion takeover of Constellation Energy Group earlier this year, said Phil Adams, a senior bond analyst at Gimme Credit LLC, which provides the financial industry with independent research into corporate bond borrowing.

"We have a very fragmented utilities industry in this country and when you're making multi-billion-dollar capital decisions for assets that are expected to be used for the next 35 to 40 years, bigger is better. It helps your access to capital markets," Adams said.

There are significant challenges facing the combined company, Adams said. They include coping with the costs of a shutdown at Progress Energy's Crystal River nuclear plant in Florida, $1.3 billion in cost overruns at a Duke coal-gasification plant in Indiana, and Ohio's deregulated market, Adams said.

The merger announced in January 2011 has been approved by a series of state and federal agencies, the most significant coming earlier this month when the Federal Energy Regulatory Commission gave its blessing. The FERC twice rejected the merger because of concerns it would reduce competition for wholesale electricity in the Carolinas.

Duke Energy says it plans a reverse stock split once it completes its Progress purchase, giving shareholders one share in the expanded company for every three shares they now own. The stock price for each share will triple, so that the overall value of the shares remains the same.

Shares of Duke Energy Corp. rose 2 cents to $23.08 Friday. Progress Energy Inc. stock fell 1 cent to $60.17.

Drew Brees talks about the NFL's bounty investigation on 'Late Show'

Drew Brees will appear on today's episode of "Late Show with David Letterman," which was taped on Tuesday and will air at 10:35 p.m. During his interview with Letterman, Brees again responded to questions about the NFL's pay-for-performance bounty investigation.

"It's certainly not a positive thing," Brees said. "I mean, just the whole process itself and the investigation I feel like has been extremely unfair. Unfortunately, it seems like it's been more of a media campaign then it is actually finding the truth to the matter."?

Brees said, as he has in the past, that he was not aware that a "pay-to-injure" program existed during former defensive coordinator Gregg Williams' time with the New Orleans Saints from 2009-11.

"... That's not something that I believe our team would be engaged in, and I think for all of us, it was a shock when we were accused of that because that's a pretty heinous accusation," Brees said. "So the entire time for a lot of us, it's been, 'Show us the proof, put forth the facts and, if indeed it is proved that there was a pay-to-injure program in place, then, yes, there should be punishment enforced.' Unfortunately, to this pointthere's been no hard evidence to show that that was indeed taking place."?

Brees again drew a distinction between the terms "pay-for-performance" and "pay-to-injure" when asked about the legality of the program.

"There's two things here: There's a pay-for-performance and then there's pay-to-injure," Brees said. "The NFL, through their media campaign, has combined the two and said that these were going on, but combined them as if they were the same thing. They're not the same thing.

"Pay-for-performance would be if I was a kick returner and I said to all the guys blocking for me, 'Hey, if I score a touchdown, if you get me in the end zone, I'll give you all $100' or 'I'll take you all out to eat.'? It's just a benefit, a reward.? That's a pay-for-performance, and that's just players taking care of players.? It has nothing to do with the front office management, owner, anyone.? Pay-to-injure is the same thing except it's, 'Hey, I'll give you money if you go and intentionally hurt somebody."?

Matt Levin wants to provoke you. He wants to ruffle your expectations, challenge received wisdom about what belongs in high-concept dining, needle you into ingesting things on Saturday that you spent Friday trying to ban from your kid?s school cafeteria.

At Moonlight in New Hope, he speckled lobster tails with Pop Rocks. At Adsum, he used Tastykakes as slider buns. Not long after the hospitalization (and in one case, near-death) of nine college students at Central Washington University who?d made the mistake of guzzling Four Loko, Levin presented a three-course meal featuring the ultra-caffeinated? alcoholic ?energy drink?
in every dish and drink pairing. It got national media coverage.

He also helmed the kitchen at Lacroix? between 2006 and 2008, where his cooking was lauded as some of the best (perhaps the best) in the city. But Levin thrives on a headier sort of attention, and Square Peg (which slipped into the generically handsome brick skin of the old Marathon Grill at 10th and Walnut streets in March) is the Twitter-happy chef?s latest bid for it.

?We?re a diner-inspired restaurant,? a server chirped about a month after it opened. ?You?ll see a lot of classic dishes, but with twists and unusual ingredients.?

Just how unusual depends on how frequently you eat out of vending machines and powdered-drink packets. Levin pickles watermelon chunks in Kool-Aid?, cuts his bacon marmalade with Heinz 57?, and dumps carnitas into a two-ounce FRITOS? bag. The registered trademark icons are the menu?s, not mine, but their unnecessary inclusion typifies the deliberate cognitive dissonance that defines this place.

Standing before a photo-mural of Dust Bowl-era laborers, one server spoke reverently about ?Chef? while detailing mass-branded ingredients that called the capital-C honorific into serious question. Another vouchsafed that the cheesesteak potpie was ?actually a metaphor of a potpie,? but didn?t actually recommend it.

So how does it all go down?

?Chef?s signature dish,? my most spirited of four servers assured me, is fried chicken. And you won?t find better. Levin brines premium birds in pickle juice, airs them out properly, and cooks them in a pressurized deep fryer whose accelerated speed renders the flesh so juicy you can hardly believe the skin, which is as crunchy as cracklings. It comes with a honeyed hot sauce whose electrifying cayenne kick and high-amplitude sweetness are everything you want with fried fowl, even if it rides roughshod over the side of braised collards. Framing the plate is that Kool-Aid-doctored? watermelon, which caters to people who like Jolly Ranchers at the expense of those who actually like watermelon.

That theme recurred in Levin?s turkey sliders, which buried skimpy folds of good Lancaster turkey breast beneath sickly-sweet candied yams, cranberry relish, desiccated nuggets of sage stuffing, and marshmallows out of a bag. Levin?s Heinz-bacon marmalade was alarmingly sweet, but the tender meatloaf beneath it was a savory slice of full-throated flavor.

It seemed that for every decent dish, there was a mediocre one?and another that failed outright. As a perfectly scaled set: Deep-fried polenta pegs were bewitchingly creamy, the burger felt perfunctory, and a creamed-corn cr?me caramel was an eggy, revolting mess.

Square Peg?s alcohol-spiked milkshakes are best-in-class, but what to make of the synthetically flavored ?blackberry? whiskey cocktails? One came to me by mistake (the server offered to ?hit it with grapefruit juice,? but not to bring the drink I?d actually ordered), one came on purpose, and both tasted like something mixed by Sigma Nu?s hazing director when the roofies ran out.

The carnitas in Levin?s Frito-?bag tacos contain aji amarillo, one of my favorite and most rarely encountered chili peppers, but a bloodhound could scarcely track it through the obliterating flavor of the chips. It may be possible for a smart chef to elevate junk food, but here, the junk drags everything else down. And ultimately, these are somebody else?s flavors?the kind concocted in those synthetic factories lining the New Jersey Turnpike. Levin?s habit of enriching his cooking with products that have impoverished our food culture could perhaps be deemed post-modern irony. But irony is a lousy basis for cuisine.

So is gluttony, as embodied by his ?foie gras double down,? which sandwiches the delicacy between fried chicken-cutlet patties. (I don?t regret its unavailability when I dined.)

And so is carelessness. As in roasted cauliflower riddled with warm and cool spots, like something poorly reheated. And limp lettuce. And dry stuffing. And missing parmesan crisps on the grilled romaine. AND drinks delivered 10 minutes apart to a twosome, so that a thirsty man has to watch a sheepish man sip. Later, when we asked to split a shake, Miss Hit It With Grapefruit answered, ?Sure. Do you just want two straws? Or do you want it no-homo??

Well, I guess she had just witnessed me drink that sorority-sister punch. And at least her Tourettic comment was authentic. Too much of the food and drink here felt contrived.

Levin has talent. I?ve tasted its fruits, elsewhere and (too rarely) here. But what ultimately ruins Square Peg is that it puts that talent?and its customers?at the mercy of something altogether more suspect: Levin?s judgment.
