Aide: Romney 'enjoyed' Eastwood?s convention speech

NEW ORLEANS?A top adviser to Mitt Romney's campaign downplayed tensions over Clint Eastwood's rambling Republican National Convention speech, insisting the candidate thought the actor's routine was funny.

Stuart Stevens, a senior strategist to the Republican nominee, said he was standing backstage with Romney as Eastwood delivered a speech in which he imagined a conversation he might have with President Barack Obama, who was represented onstage by an empty chair.

Stevens said Romney "laughed" at Eastwood's remarks and "enjoyed" the routine. "He was laughing. ? We were laughing," Stevens said. "He thought it was funny."

While the Romney campaign downplayed any negative effect of Eastwood's remarks, aides privately acknowledged hand-wringing over the actor-director's remarks, which weren't preapproved by the campaign.

Multiple Romney aides, who declined to be named, said they expected Eastwood, who randomly endorsed Romney last month, to simply offer a full-throated endorsement of the former Massachusetts governor. But one aide acknowledged the campaign began to grow anxious as Eastwood began to ramble on well beyond his allotted five-minute speaking slot and said the campaign wasn't informed about Eastwood's plans to use a prop. An aide said the campaign believed when Eastwood requested a chair to take onstage that he was planning to sit in it.

But Stevens downplayed any tensions between Romney and Eastwood, who had offered to speak at the RNC. Asked if the candidate spoke to Eastwood after his speech Thursday night, Stevens said he wasn't sure, but said Eastwood hung around to watch Romney's speech and the actor was spotted at events after the festivities were over.

Stevens defended the choice to have Eastwood speak, insisting "the audience loved it."

"These Hollywood people get a lot of pressure not to do this stuff, and for him to come out and step up and say I think this is important ? the fact that he's there shows he's speaking his mind," Stevens said. "If somebody wants to say I would have liked this different performance or that different performance, have at it. Some people didn't like 'Dirty Harry.' Some people didn't like 'Gran Torino.'"

Asked if he was likening Eastwood's movies to his RNC speech, Stevens smiled and called Eastwood, "an astonishing talent."

Coach who led Akron to NCAA title picked to head up Timbers

PORTLAND, Ore. - The Portland Timbers have a new coach but he will not be on the sidelines right away at Jeld-Wen Field.

The Portland Timbers announced Caleb Porter, 37, who coached the Akron University Zips to?a 2010 NCAA?championship win, will head up the popular Portland team in 2013.

Porter will remain at Akron for the rest of the season and then join the Timbers, according to a Timbers press release.

"I will be completely focused and driven to continue building a professional club in which the Timbers supporters, city and organization will be proud of," Porter said Wednesday. He said he would not comment further on his new job until he formally takes over in December out of respect for his Akron players and their season.

The Timbers, who are in last place in Major League Soccer's Western Conference, fired coach John Spencer on July 9 and general manager Gavin Wilkinson took over for the rest of the season.

?

Timbers owner Merritt Paulson said Porter was among eight initial candidates for the job. Among those considered was a coach with English Premier League experience.

?

Paulson said he admires Porter's "Intellectual curiosity about his craft."

?

"This has been an ongoing discussion and a detailed discussion," Paulson said. "He had to know it was the right fit for him and he had to know it was the right fit for us."

?

Porter, 37, has been the Zips head coach since 2006, compiling a 106-17-14 record for the highest winning percentage (.825) among NCAA Division I coaches. He has led Akron to four consecutive appearances in the round of 16 in the NCAA tournament, and back-to-back berths in the College Cup in 2009 and 2010.

?

Among the players that he's coached is current Timbers midfielder Darlington Nagbe, the 2010 Hermann Trophy winner as the nation's top college player.

?

"He's one of the best coaches I've had ... but most of all he's a great guy," Nagbe said.

?

Porter also served recently of the as the head coach of the U.S. U-23 national team, which was eliminated from qualifying for the London Olympics in March. The U.S. team lost 2-0 to Canada and then finished in a 3-3 draw with El Salvador.

Wilkinson said he was impressed with how Porter responded to that disappointment.

?

"He analyzed it from every aspect possible. In his words, he failed," Wilkinson said. "In my opinion, he didn't really fail, because he could identify where things went wrong."

The Timbers, playing in their second MLS season, are coming off a 2-1 victory over the Pacific Northwest rival Vancouver Whitecaps on Saturday. That snapped an eight-match winless streak that has some fans calling for the dismissal of Wilkinson. There were several "GW OUT" signs in the crowd at the match against the Whitecaps.

The team's 6-13-6 record hasn't diminished fervor for the team in Portland, however. The match against the Whitecaps was the team's 30th regular-season sellout. The team, which recently announced it would not raise season ticket prices next season, has 7,500 fans on the season ticket waiting list.

Portland (6-13-6) hosts the Colorado Rapids at Jeld-Wen Field on Friday night.

Death toll from S. Korea typhoon climbs to 15

South Korean rescuers Wednesday resumed a search for 10 missing crewmen from two Chinese fishing boats as the confirmed death toll from a strong typhoon rose to 15.

Typhoon Bolaven -- the strongest to hit the South for almost a decade -- left a trail of deaths and damage in southwestern and south-central regions of the country on Tuesday.

It moved on to North Korea, where state media reported damaged crops and power cuts around the western city of Haeju. Some 300 roadside trees along the Pyongyang-Kaesong highway were snapped, halting traffic.

The final estimate of damage was expected to be greater, the official news agency said, after strong winds and heavy rain hit western regions.

Bolaven crossed the Yalu River into China early Wednesday.

In South Korea, the typhoon snapped 235 traffic lights, toppled 7,857 trees, damaged 42 ships or boats, 35 houses and 1,195 greenhouses, the public administration ministry said.

Some 6,418 hectares (15,852 acres) of farmland was damaged.

The storm drove two Chinese fishing ships aground early Tuesday off the southern island of Jeju, sparking a dramatic rescue operation.

Coastguards wearing wetsuits struggled through high waves and used a line launcher to pull a total of 12 people to safety. Six swam ashore, five bodies were recovered and 10 are still missing.

"We've deployed some 130 people including divers to look for the missing crew. A helicopter is also combing the area," an officer at the Seogwipo coastguard in Jeju told AFP.

The coastguard said in a statement it would make "utmost efforts" until it accounts for all missing crew members.

Other deaths were mostly caused by wind gusts that toppled walls or collapsed roofs or blew victims off their feet. The public administration ministry said the confirmed death toll, including the five Chinese, was 15.

Typhoon alerts covering most of the country were lifted as ferries and flights returned to normal and schools reopened. But South Korea is now on watch for another typhoon.

Tembin, located about 280 kilometres northeast of the Taiwanese capital Taipei early Wednesday, is approaching the South at a speed of 20 kilometres (12 miles) an hour.

A meeting a decade ago sets Romney's path

BOSTON (AP) ? Mitt Romney may not have set out on the road to the Republican presidential nomination if not for a private meeting between strangers.

More than a decade ago, the 54-year-old Olympics CEO was at a crossroads as the closing ceremonies of the 2002 Winter Games approached. That's when Kerry Healey, head of the Massachusetts GOP, traveled across the country to meet with Romney. Inside the privacy of his office, Healey pressed the longtime businessman to run for governor. French figure skating judges waited outside as the meeting ran long.

"We had never met before. It was a cold call," Healey recalls.

Romney would soon agree to run, a decision that opened the next phase of his life.

Nine months after that February 2002 meeting, Romney was elected governor of Massachusetts. The post became the launching pad for a national political career that reaches its pinnacle Thursday when he accepts the Republican presidential nomination.

Those who know him well say it was not ambition that pushed Romney into politics anew after a failed 1994 Massachusetts Senate run. Instead, they describe a man driven to lead, likely the result of growing up in a family that emphasized service above all else. They say Romney truly believed in his own unique ability to solve problems.

He ran toward challenges, says longtime friend and business partner Bob White.

"A lot of people who just tuned in this presidential year haven't seen this history of stepping forward," White says. "It's that stepping forward that his parents talked about, not necessarily just public office. It how he's wired."

Indeed, Romney's father, George Romney, served as Michigan governor. He unsuccessfully sought the Republican nomination in 1968, later becoming a member of President Richard Nixon's Cabinet. Romney's mother, Lenore, later was an unsuccessful candidate for U.S. Senate.

It was clear early into Romney's one term as Massachusetts governor that he, like his father, saw opportunities to lead on a larger stage.

Less than a year after taking office, Romney sought and won the chairmanship of the Republican Governors Association. He raised tens of millions of dollars to help elect Republicans across the nation. In 2005, he made his first trip to Iowa, home of the leadoff presidential caucuses, to speak at the state GOP's fall banquet some weeks before President George W. Bush's re-election.

Romney would visit Iowa three times in 2005 and nine times in 2006. That year, he spent 212 days outside of Massachusetts. One trip included a visit to Iraq and Afghanistan to enhance his international credentials as his state grappled with a devastating flood.

His national focus hurt his standing back home. The fall before he left office, two in three Massachusetts residents disapproved of his job performance.

But by that time, there was little doubt Romney would seek the presidency. He already had declined to seek a second term as governor. He announced the formation of a presidential exploratory committee for the 2008 race on his next-to-last day as Massachusetts governor.

Romney quickly proved he was a prolific fundraiser and carved out a reputation that year as the conservative alternative to Sen. John McCain by shifting to the right on key issues after tacking more to the center as Massachusetts governor. He spent millions to win symbolic test votes and millions more to support a bloated staff.

Nearly always perfectly groomed and wearing a suit, Romney ended up struggling to connect with voters. His Mormon faith proved an impediment, especially in Iowa and South Carolina. And his reversals on social issues gave rivals fodder to tag him as a flip-flopping candidate with no core belief system.

Romney, who later acknowledged that his strategy was flawed, would ultimately lose the nomination to McCain.

Ann Romney vowed that her husband would not run a second time.

But feelings had changed around Christmas of 2010 when the Romney family met at the kitchen table to discuss the prospect of another bid.

"I said, 'Is it too late to fix the country? And Mitt said something interesting. He said, 'Well it is not too late yet, but it is getting late," Ann Romney told a Florida audience recently. "And knowing that there was still time, I said, 'There is no question whether we go forward or don't go forward, because it is up to you to save the country, and so we must go forward.'"

Romney was convinced he had to do things differently the second time around.

He worked to shed his buttoned-up image by wearing more casual attire, such as jeans, sneakers and shirts with the sleeves rolled up. Facing a weak Republican field, his campaign's rallying cry became "leaner and meaner." He hired a smaller staff and listened to fewer consultants. He stockpiled tons of cash and an outside super political action committee made up of former staffers did the same. He focused his pitch on the economy and defeating Barack Obama. And he walked a careful line between presenting himself as acceptable to the tea party ? a new insurgent group ? and catering to it.

Starting in Iowa, Romney and his allies eviscerated his rivals ? particularly former House Speaker Newt Gingrich ? on TV, burying them in negative ads. Romney was briefly announced the victor by a narrow margin before the Iowa GOP reversed course and declared former Pennsylvania Sen. Rick Santorum the winner. But by that point, Romney had cruised to victory in next-up New Hampshire. Gingrich then rose in South Carolina, shellacking Romney after casting him as a job-killer. Then came Florida, and Romney easily overtook the competition.

He clinched the nomination months later, then quickly set his sights on his next goal: defeating Obama.

Now Romney stands at the precipice of formally becoming the party's standard-bearer, and possibly the country's next president.

It's that image that first flashed in Healey's mind after her meeting with Romney a decade ago. By the time she left, Healey ? who would become Romney's lieutenant governor ? couldn't help but agree with the whispers that had already begun about his future.

Says Healey: "I had no doubt on my first meeting with him that he had the potential to be the president of the United States."

Little-known Ryan to take center-stage at Republican convention

TAMPA, Florida (Reuters) - Paul Ryan takes his turn in the spotlight on Wednesday for the biggest speech of his political career when he accepts the nomination as Mitt Romney's vice presidential running mate at the Republican National Convention.

A question mark continues to hang over the convention as Hurricane Isaac slams into the Louisiana and Mississippi shores of the Gulf of Mexico. The storm missed the Tampa area, but has cast something of a pall over the convention because delegates there are loathe to seem overly joyful while Americans elsewhere suffer.

Heading the list of speakers on Wednesday is Ryan, a conservative budget hawk from Wisconsin.

Careful not to emulate predecessor Sarah Palin, who fell from grace quickly after bursting onto the 2008 campaign, Ryan has made a cautious start to the presidential race.

It is still unclear whether he will help Romney draw support from undecided voters who may be the critical factor in the November 6 presidential election. Polls show a mixed picture.

There has been no doubt, however, that Ryan has energized conservatives in a way Romney was unable to do during the long months of the Republican primary battle, when he faced one then another conservative challenger.

The boyish 42-year-old Ryan, a fitness fanatic, has shown himself to be an affable asset to Romney thus far.

He has helped generate large crowds for Romney when the pair has campaigned together, and some conservatives who were not all that excited about the former governor of Massachusetts are now ready to work hard for him with Ryan on the ticket.

Ryan's presence on the ticket has helped put in play Wisconsin, a Midwestern state that has not voted for a Republican presidential candidate since Ronald Reagan in 1984. A Romney victory in Wisconsin could alter the electoral map in a way that could hurt President Barack Obama's hopes for re-election.

LITTLE KNOWN OUTSIDE D.C.

Ryan's place in prime time on Wednesday offers him the chance to introduce himself to millions of Americans who are just now starting to tune in to a presidential race that is too close to call with 70 days left until the voting.

While Ryan, chairman of the House of Representatives Budget Committee, is well known in Washington, he is little known elsewhere.

What is known about him is not necessarily popular with many Americans. A budget plan he proposed in the House would cut government spending deeply and overhaul the Medicare health insurance program for seniors.

Democrats charge Ryan would "end Medicare as we know it" and are using his budget plan against him in states like Florida, with its large population of retirees, and in Virginia, where thousands of government employees populate the suburbs adjoining Washington, D.C. Romney can ill afford to lose either of these two battleground states.

A Reuters/Ipsos poll on Tuesday found Ryan has 50 percent approval from Americans and 50 percent disapproval.

Speakers at the Republican convention thus far have sought to put a human face on the often robotic Romney and enhance his likability. On Tuesday, there was no better advocate for him than his wife, Ann Romney.

She admitted to reporters she had never used a prompting device to read a speech, but during the actual delivery she seemed at ease as she painted a personal portrait of Romney, who Democrats denounce as an out-of-touch wealthy elitist.

Mrs. Romney spoke of the early years of their marriage when the high school sweethearts dined on cheap meals of tuna and pasta, saying her husband was "not handed success" as Romney's opponents charge.

She also worked to try to appeal to women voters who are more supportive of Obama than Romney.

"It's the moms who always have to work a little harder, to make everything right," she said.

(AP) ? A prison official says two guards who were wounded in a grenade attack during riots in Kenya's second largest city of Mombasa have died.

James Kodiany, the Coast regional prisons boss, confirmed that two of his officers died Wednesday. Another prison officer died on Tuesday after a grenade was thrown into a truck carrying security officers on their way to quell rioters that had set fire to a church. The death of the prison officers raised the death toll from two days of rioting following the killing of Muslim cleric Aboud Rogo Mohammed to four. A civilian was killed on Monday.

Mohammed, who was sanctioned by the U.S. and U.N. for his alleged support for an al-Qaida-linked militant group, was shot to Monday in his car.

NUEVA JERUSALEN, Mexico (AP) ? Sprouting out of the corn fields of western Mexico rises a hill crowned with two arches and four towers, marking the gates of an improvised "holy land" that farmers built brick by brick over nearly four decades. The sprawling complex, they believed, would be the only place saved in the coming apocalypse: Nueva Jerusalen, or "New Jerusalem."

A cult has since sprung up around the detailed instructions that Our Lady of the Rosary supposedly left for followers, including how believers should dress and live. No non-religious music, no alcohol or tobacco, no television or radio, no modern dress and, the injunction that has landed them in trouble, no public education.

That last rule is at the heart of a confrontation brewing at the complex among the sect's traditionalists, its more reformist members and the Mexican government. The conflict escalated into a tense standoff Monday between the sect and federal and state police.

According to traditionalists, the government-mandated uniforms, school books and lesson plans, not to mention the computers and televisions now used in many Mexican classrooms, would violate the Virgin Mary's orders, on her own sacred ground.

Organized squadrons of church followers enforced those beliefs in July when they used sledgehammers and pickaxes to tear down at least two school buildings, doused the school furniture and texts in gasoline and set the whole mess on fire.

Authorities in the western state of Michoacan have vowed that public, secular education, one of the few common bonds that hold Mexican society together, would not be sacrificed, and they pledged Monday that about 250 children would be back in class in Nueva Jerusalen.

That prompted swift reaction from conservative church followers, who formed a line inside the gates to face down dozens of police who showed up with patrol trucks and an armored vehicle, in what turned out to be a daylong standoff.

Federal police commander Miguel Guerrero said he was talking with both sect traditionalists and reformists who believe in the sect's central tenets but want a modern education for their children, to reach some sort of compromise.

"We are simply discussing the community's situation," Guerrero said after the talks. But neither side was budging: The reformists rejected a compromise to hold classes in another town, and the traditionalists weren't going to let government schools and teachers into the community.

The faith of the people here is built on messages purportedly passed from the Virgin Mary to a defrocked Catholic priest, an illiterate old woman and a clairvoyant. That faith has since developed into a complex hierarchy of brightly-robed followers, with women wearing purple, red, white or green robes, depending on their "order" or vocation.

"New Jerusalem was born when the Holy Mother returned to Earth, with God's permission, for the last time, to form a new salvation and a new creed," said Father Luis Maria, who like the rest of the clergy practices a form of the Latin Mass but is not recognized in any way by the Roman Catholic Church.

Maria says the community's rules are aimed at banishing "all the vices and bad habits" that condemn the rest of the world to perdition.

But after the group's prediction that the world would end in 1999 didn't come to pass, it became harder to keep younger generations interested in praying almost constantly for the earth's salvation. Praying is the principal activity of the sect's traditionalists, aside from temple building and farming.

To the reformists, the Virgin's purported instructions can border on the surreal: Sports such as soccer are banned because they are played with a round ball that resembles the planet Earth, and thus represent kicking the planet. But American football is allowed because the ball is more elongated.

To people such as Oscar Montero, 26, a young man who was born in Nueva Jerusalen after his parents joined the sect in the 1970s, the restrictions have grown too chafing.

"I see these things as something very absurd," said Montero, who joined a group of hundreds of young people who marched through the community Monday to demand access to education.

"Dancing isn't evil, though smoking is," said Montero. "Drinking too much is bad, but dancing and having a good time isn't."

Montero said he has a television, radio and Internet service at home, noting, "I wasn't born here because of my faith, I was born here by chance."

The sect was founded in 1973 by a parish priest, Nabor Cardenas, who disagreed with the modernization of the Catholic Church and the abandoning of the Latin Mass.

He found his oracle in an illiterate 63-year-old local farm woman, Gabina Sanchez, who heard the voice of the Virgin Mary. Dubbed "Mama Salome," she essentially directed the evolution of Nueva Jerusalen together with "Papa Nabor."

Together, they created an idiosyncratic vision of how life would have been lived in biblical times, and imposed it on thousands of followers.

"It is like a little state within a state," said Juan Carlos Ruiz Guadalajara, a historian at San Luis College who has studied the community extensively. "Here, the laws of Mexico don't mean anything, they are ruled by a sort of traditionalist Catholicism."

"But that has set up a confrontation between them ... and the new generation of children born in New Jerusalem," he said.

The church's authorities allowed The Associated Press to tour the compound on the condition that none of the residents could give formal interviews or be quoted by name. They said the restrictions were necessary because news media had identified believers as "fanatics" in previous reports.

The sect's strict rules are clearly spelled out on the wall of the gates: "No entry for women with short skirts, pants, low-cut or sleeveless blouses, makeup or fingernail polish, or uncovered heads, nor men with long hair or dishonest dress."

Inside, a huge cross dominates the main street, bordered on each side by the one-story homes of the faithful. Men with rosaries around their necks, and women in headscarves and robes, go about their daily routines of prayer and work.

Girls under 11 are known as "Juanitas" and wear yellow head scarves, while single adolescent and adult women are known as "Damsels" and wear blue. There are eight such orders.

Further down the main street is the "basilica," which houses the church's holiest site, the chapel of Our Lady of the Rosary.

Inside the chapel is the tomb of Papa Nabor, who died in 2008, and an image of the Virgin that appeared to Mama Salome, who died in 1981.

The leadership of the church has fallen to the daughter of the church's former clairvoyant, who calls herself a spokesperson, and the current "bishop," who calls himself Martin de Tours.

As its principal commitment, the community keeps up a 24-hour-a-day chain of prayer in the Virgin's chapel, which the faithful believe is the only activity that can save the world. They also believe the entry of "bad habits" could break that delicate thread.

For the true followers of Nueva Jerusalen, allowing such a break is simply unthinkable, and that promises to harden the confrontation under way here.

"What is more important ... the right to life, or the right to an education?" the sect's legal representative, Juan Carlos Tellez, said in a speech at the compound Monday. "The people will defend their rights with their lives. They will not allow a community built with great sacrifice over 39 years, by the labor of its inhabitants, to be destroyed from one day to the next."

The Real Housewives of New York City Recap: Pirate Booty Call


The Real Housewives of New York City head to St. Barts for a girls week but did a fun filled night turn into a "Pirate Booty Call" for one housewife?

We break down the lies, confessions, and speculation here in THG's +/- recap.

The ladies fly into to St. Barts and I must agree with Aviva and Carole.  That looks like a small plane and a bumpy ride.  Plus 10 to Carole for holding it together given her history.

The island is gorgeous. The house is beautiful and the chef is hot.  Plus 8.  What more can you ask for from a vacation?

Well, apparently admiring the eye candy isn't enough for some but we'll get to that in a bit.

Sonja & Ramona Drink

Plus 15 goes to Carole.  Love her analogy about dealing with Ramona.  Sometimes in order to avoid the toddler tantrum you just give her the lollipop.  In this case Ramona got the master suite. 

Of course she and Sonja decide to share not only the room but the bed.  Minus 7.  These two can't seem to spend ten minutes apart from one another or their favorite drink but I guess it is a girls vacation. 

Sonja says she'll be the buffer between Ramona and well, basically everybody else but especially Heather.  Minus 9.  Perhaps she would have done a better job is she hadn't been drunk most of the time.  And I'm with Heather.  I'm tired of hearing about this nonexistent toaster oven.  I have a toaster oven at home.  They're really not all that exciting. 

Maybe I just need to buy Sonja's cook book.

Poor Heather runs smack into a glass wall and damn near breaks her nose.  I suppose that's the price you pay for enjoying those killer views.  Plus 8 because she readily laughed at her own klutziness.  

For a girl's week there were certainly a lot of men in the picture.  First Carole's boyfriend Russ shows up and plus 10, because he is a hottie and he handles the ladies drunken craziness well. 

Sonja on the other hand is on the hunt for a man and she's not too picky about who.  Has it been that long or is it the banana rum talking?  Unfortunately for Sonja it doesn't look like she'll be feeling anyone up other than Ramona and the poor butler who can't get away.

Sonja takes the ladies out for a night on the town that includes plenty of tequila,  some skimpy pirate outfits, and a Johnny Depp look alike.  Eventually these drunken wenches make their way home but someone's got company.

St. Barts Booty Call

Minus 15.  LuAnn and Tomas, aka Johnny Depp stumble into her room at 3am.  Oh Countess what have you done? 

In the next few scenes we watch her lie to Jacques on the phone and then try to cover her tracks with the ladies.  Perhaps she should have remembered she was wearing a mic. 

It's a small island and an even smaller house.  How long before Ramona spills the beans to Jacques?  Will the Frenchmen take it in stride or will their baby plans be put on hold?  We'll all have to check back in next week as the St. Barts adventure continues.

On August 20 -- in response to a Spring 2012 Congressional directive -- the Federal Communications Commission released its findings on the Uses and Capabilities of Amateur Radio Service Communications in Emergencies and Disaster Relief: Report to Congress Pursuant to Section 6414 of the Middle Class Tax Relief and Job Creation Act of 2012.

This report contains the FCC's " review of the importance of emergency Amateur Radio Service communications relating to disasters, severe weather and other threats to lives and property in the United States; and recommendations for enhancements in the voluntary deployment of Amateur Radio operators in disaster and emergency communications and disaster relief efforts; and recommendations for improved integration of Amateur Radio operators in the planning and furtherance of initiatives of the federal government." It also required "that the study identify impediments to enhanced Amateur Radio Service communications and provide recommendations regarding the removal of such impediments."

"There are many positive things included in the FCC report to Congress," said ARRL Regulatory Information Manager Dan Henderson, N1ND. "We are pleased that the Commission highlighted the existing Amateur Radio infrastructure to provide disaster and time-critical communications. They also recognized the flexibility of the Amateur Service in working with federal, state, local and tribal emergency service agencies to supplement existing communications. The affirmation of the value that Amateur Radio brings to the communities across the country is underscored by the suggestion that 'DHS work with state, local, and tribal authorities so they may develop disaster area access or credentialing policies for trained amateur operators, including a means for documenting their qualifications...'"

While the FCC did hold Amateur Radio in a positive light in its discussion of emergency Amateur Radio Service communications, the FCC report was not as favorable in the portion of the study that addressed impediments to enhanced Amateur Radio Service communications. In the comments provided to the FCC as they prepared the study, the ARRL -- as well as numerous individuals -- cited the proliferation of specific land-use restrictions, such as deed restrictions and homeowners associations covenants, that prohibit the erection of even modest Amateur Radio antennas. + ARRL Members Nominate Candidates for Director, Vice Director

In response to solicitations in the July and August issues of QST, ARRL members in the Central, Hudson, New England, Northwestern and Roanoke Divisions have nominated 14 candidates for the 10 positions of Director and Vice Director. This year, there will be three contested elections: The Director positions in the Hudson and Northwestern Divisions, and the Vice Director position in the Northwestern Division.

Seven incumbents have been declared elected without opposition; per ARRL By-Law 19, if there is only one eligible candidate for an office, he or she will be declared elected by the Ethics and Elections Committee. If there is more than one eligible candidate for an office, the full members in that division (who are in good standing as of September 10, 2012) will have the opportunity to cast ballots. Balloting will begin no later than October 1, 2012 and will conclude at noon (EST) Friday, November 16, 2012. The candidate receiving the most votes will be declared the winner. Read more here.

QST Managing Editor Joel P. Kleinman, N1BKE, of Meriden, Connecticut, died from injuries received during a house fire on August 18. He was 64. Kleinman was responsible for the coordination, organization, control and completion of all aspects of QST's editorial content each month. Kleinman's wife Jayne survived the fire, but is currently in the intensive care unit of a local hospital.

"Joel was obsessed with making QST the best Amateur Radio magazine it could be, but he pursued that obsession with uncommon dignity and kindness," said QST Editor Steve Ford, WB8IMY. "He was the quiet man behind the scenes, shouldering much of the burden that comes with creating 164 pages of new content every month. Joel set a high standard for all who may follow him."

After graduating from the University of Montana with an MA in Journalism, Kleinman came to ARRL's Club and Training Department in June 1976 to lead a program aimed at introducing students to space science using Amateur Radio satellites. It was in this capacity that he contributed to the five-part series "Getting to Know OSCAR from the Ground Up" that was published in QST in 1977. Less than year later, Kleinman moved over to the ARRL's Production Department as an Editorial Assistant before becoming the ARRL Features Editor, then Editorial Supervisor, then Editorial/Production Supervisor. In 1988, he became Book Team Supervisor, where he was responsible for the development and editorial integrity of ARRL books and other media. He was named as QST Managing Editor in April 2001.

Kleinman was not licensed prior to beginning his career at ARRL Headquarters: "When I came on board, I didn't know much about ham radio," he remarked in a "Behind the Diamond" feature in the June 1979 issue of QST. "But it was made very clear to me that I soon would -- and I did!" Before long, Kleinman had written such QST articles as "The Lure of 2 Meters -- Part 1," the OSCAR articles and "Network Hams: A Hobby Becomes a Career," which focused on hams who worked at ABC, CBS and NBC: "It's not often that a person gets to go on behind-the-scenes tours of the headquarters of all three broadcast networks in two days," Kleinman remarked. "With the passing of Joel Kleinman, N1BKE, we have lost not only a respected professional colleague, but also a friend," said ARRL President Kay Craigie, N3KN. "The shocking circumstances of his death sharpen the sadness we feel. The ARRL sends our deepest sympathy to all of Joel's friends and family. I would like to thank the many amateurs who have expressed condolences through social media and by other means. Although you may not have known Joel personally, you feel his loss as a member of the extended Amateur Radio family. Your kindness and words of comfort are sincerely appreciated."

"Joel was a gifted writer and editor," said ARRL Chief Executive Officer David Sumner, K1ZZ. "Amateur Radio is the richer today because he chose to devote his talents to the work of the ARRL."

Kleinman was a former president of the Newington Amateur Radio League (NARL) and a member of the Quarter Century Wireless Association (QCWA). Funeral arrangements are pending. + Summer Section Manager Election Results Announced

Two Section Manager elections this summer were decided by member balloting: ARRL Connecticut Section Manager Betsey Doane, K1EIC, was re-elected, and John Mueller, K2BT, was elected as the new ARRL Western New York Section Manager. New terms of office start October 1, 2012. Ballots were counted at ARRL Headquarters on Tuesday, August 21. Puerto Rico will be getting a new Section Manager beginning October 1: Rene Fonseca, NP3O, of Fajardo, will be taking over from Roberto Jiminez, KP4AC, who has served as Section Manager since 2007; Jiminez decided not to run for another term of office. Tad "In the dark of the Sun, we will stand together" Cook, K7RA, reports: The weak solar activity continues: The average daily sunspot numbers for August 16-22 were down 23 points -- or 30 percent -- to 54.6, while the average daily solar flux dropped a little more than 16 percent -- or 18.7 points -- to 96. These figures offer a comparison between August 9-15 and the latest reporting period of August 16-22. Solar flux is expected to rise above 100 soon, with the predicted flux values from NOAA/USAF at 95 on August 23, 100 on August 24-25, 105 on August 26-27, and then peaking at 130 at month's end on August 31 and September 1. The next peak is expected in the three days following the autumnal equinox, with flux values at 135 on September 23-25. Look for more on the ARRL website on Friday, August 24. Victor (Vic) Poor, W5SMM, of Melbourne, Florida, passed away Friday, August 17, due to complications from pancreatic cancer. He was 79. Just last month, Poor -- an ARRL member -- received the ARRL President's Award for his contributions to the development of digital communications systems in the Amateur Radio Service. Poor was also known for his work in the development of one of Intel's first commercial microprocessors. Poor -- who also held the calls KH6AXV, W6JSO and K3NIO -- developed an active interest in ham radio while still in high school and became W6JSO in 1951. He quickly developed an affinity for RTTY and later, other Amateur Radio digital modes, and was instrumental in the development of many hardware and software innovations that are at the heart of modern day computing and communications technology, used both in Amateur Radio and in industry. Ham Radio Outlet (HRO) Vice President George Varvitsiotes, K6SV (ex-WB6DSV), passed away August 21 due to complications from cancer. He was 57. An ARRL member, Varvitsiotes began his career at HRO in September 1976 as a salesman in the company's Burlingame, California store. "While at HRO, George did just about everything," recalled HRO Owner and President Robert Ferrero, W6KR. "As Vice President, George did all the purchasing for the entire company. He was a technician, a salesman, a store manager. He loved our hobby top-to-bottom. George lived ham radio." A memorial service for Varvitsiotes is planned for August 28 at Resurrection Greek Orthodox Church in Castro Valley, California.

+ ARRL Headquarters to Close in Observance of Labor Day
ARRL Headquarters will be closed in observance of Labor Day on Monday, September 3. There will be no W1AW bulletin or code practice transmissions that day. ARRL Headquarters will reopen Tuesday, September 4 at 8 AM Eastern Daylight Time. We wish everyone a safe and festive holiday weekend.
